The Free Pascal and Lazarus foundation is a non-profit organisation dedicated
to the promotion and sponsoring of the open source projects Free Pascal and Lazarus

The foundation collects funds to sponsor development of additional features.
Which projects are being sponsored (or have been sponsored) can be seen
here. The users can submit projects which they would
like to see developed.
